This list posted here each month.  Some members have asked about a couple of the items on this list, namely, how the Most Improved Golfer (MIG) numbers are calculated, and especially, what the heck is that column labeled 'Handicap Reduced because of Exceptional Tournament Performance?'

Most Improved Golfer

'MIG for Last Month' takes your current index and compares it to last month's.  'MIG for Last 12 Months' takes your current index and compares it to the one you had in the same month last year.  You must have had an index in this club last month or 12 months ago to appear in the respective list.  The ratios are weighted so that a one-stroke improvement by a low handicapper is more significant than a one-stroke improvement by a high handicapper.

Handicap Reduced because of Exceptional Tournament Performance

The USGA attempts to penalize golfers that seem to play well only in tournaments.   In 1998 they made changes to their procedure, which now promises greater index reductions for the worst offenders and less significant index reductions for those that play in a lot of tournaments.  However, it can also catch those that are basically crummy golfers, but manage to hold it together a couple of times in tournaments.
